National cybersecurity specialist agency CyberSecurity Malaysia, the Administrative Modernisation and Management Planning Unit (MAMPU) and the Malaysian Nuclear Agency (ANM), have signed a project agreement to build a national benchmark to help public agencies better manage critical infrastructure systems.
The signing of the Charter Implementation of Development Projects [adaptation and certification based on ISO 22301 for Business Continuity Management System (PAP)] was completed by the director general of Nuclear Malaysia, Dato' Dr. Muhamad Lebai Juri; the Director General of the Modernisation of Administrative and Management Planning Unit (MAMPU), Dato' Sri Zainal Rahim bin Seman; and Chief Executive Officer of CyberSecurity Malaysia, Dr. Amirudin bin Abdul Wahab.
CyberSecurity Malaysia's Dr Amirudin said, "Interference with one of CNII (critical infrastructure) sectors could cause a domino effect on other sectors. For example, disruption of electricity utilities in the state of Sarawak in 2013 caused huge traffic jams in the state. The loss of energy supply, which occurred at 5.40 pm, was only fully restored after 11.00 pm. This led to more than two million people, in many situations, being affected during the interruption of the power utility. "
He said CyberSecurity Malaysia has selected the two agencies ANM and MAMPU as a starting benchmark as these agencies oversea several critical systems and projects.
Among the benefits expected from the implementation of this project was a common business continuity system to strengthen the level of preparedness of public sector agencies, he said.
MAMPU director-general Dato 'Seri Zainal Rahim said: "The implementation of this project will strengthen public order by minimising the impact on service delivery agencies under infrastructure critical information state (CNII) as a result of any disruption or disaster such as a lack of supply electricity, floods and so on."
Speaking of this Public Sector Continuity Management System certification service, ANM's Dato' Dr Muhamad Lebai Juri added: "The main goal of this project is to help agencies achieve a level of preparedness to help them manage critical services more effectively. In addition, it will help to improve the safety level of the public sector's information infrastructure."
