SINGAPORE, 20 JUNE 2011 – The Singapore government today announced its e-government masterplan, which comprises new information and communications technology (ICT) initiatives for the next five years.
The slew of significant ICT initiatives was announced at the e-Gov forum themed ‘Collaborative Government in a Connected World’, which was jointly organised by the Infocomm Development Authority of Singapore (IDA) and the Ministry of Finance (MOF) at Singapore’s Marina Bay Sands.
“In today’s increasingly inter-connected world, greater collaboration is key,” said the MOF’s Peter Ong in his welcome address. The masterplan is intended to enable Singapore to achieve the vision of a “collaborative government”, added the ministry’s head of civil service and permanent secretary.
The initiatives will focus on strengthening collaboration within and outside the nation’s public sector, Ong highlighted. “Technology can help to play a key enabling role here,” he said.
The government’s masterplan taps on opportunities in the current ICT environment such as the rising popularity of the Internet, widespread mobile access and the rapid take-up of social media tools, said the next speaker Teo Chee Hean, deputy prime minister, coordinating minister for national security and minister for home affairs.

The government has officially launched two innovative platforms under the masterplan - Data.gov.sg and mGov@SG.
Data.gov.sg is Singapore’s first-stop portal for access to publicly available government data, elaborated Teo. Applications can reportedly be created with the datasets and developers can also list their applications on the site to share. mGov@SG is a mobile site that aggregates different types of government mobile services. “mGov@SG will make it easier for citizens and business to find and use mobile applications and websites of government ministries and agencies,” said Teo.
“The government is also enhancing online platforms and trying out new channels and avenues for feedback and e-consultation to facilitate the involvement and participation of citizens,” added Teo.
For example, mobile and social applications will be introduced on the government’s e-engagement portal REACH (reaching everyone for active citizenry@ home), where citizens can reportedly receive mobile alerts and provide their views and suggestions on issues with the government.
Additionally, the government is exploring “crowdsourcing”, which involves the public suggesting, discussing and selecting solutions to potential challenges. This strategy leverages on the mass collaboration enabled by Web 2.0 technologies.
