South Yorkshire and Humberside police forces have gone live with the first phase of plans to share ERP systems, as part of a wider project to save up to £2.5 million per year by merging HR and other functions.
The two police forces agreed a contract worth £1.7 million over seven years with service provider Capita, aimed at driving cost efficiencies by creating a shared HR, finance, payroll and duty management platform based on an Oracle ERP system.
A portion of the proposed works have now been completed with South Yorkshire Police upgrading its Oracle ERP platform, and the two forces are now sharing HR systems. The next phsae of the project will see wider ERP functions being shared by both South Yorkshire and Humberside by the end of 2015.
In 2012 the two forces, which already share a technology department, announced they would combine HR and training divisions to deliver estimated savings of £2.5 million each year.
Commenting on the Capita contract, Nigel Hiller, finance director of South Yorkshire Police, said: "Shared services are the logical answer to the current pressure police forces are facing to cut costs and improve efficiency, while at the same time maintaining our frontline services."
Assistant chief officer (support) of Humberside Police, Phil Goatley, added: "We are all excited about the new potential for service improvement and cost reduction that this project brings to both forces.
"We must, in the context of an extending and deepening financial challenge, seek solutions for joining up services that enable our people to multi-skill and be flexible. This is just such an ambitious shared enterprise, being delivered to tight timescales for which the partnership with Capita and Oracle is an important one."
The contract follows a similar deal in 2012 where the police forces of Leicestershire, Nottinghamshire and Derbyshire agreed to share an HR back office system as part of a £2.3 million contract with Capita, in a bid save up to £900,000 a year.
