iOS 9.3.2 is available now, and you can update your iPhone or iPad to the latest operating system for free - assuming it's a recent enough device to qualify. Even more excitingly, iOS 10 has been unveiled, and you can grab the beta version of iOS 10 right now.
If you go to Settings > General > Software Update on your Apple device you should see the newest publicly available version of iOS, and be able to download it from there.
