Do organisational governance improvements come from an internal willingness to change the company culture, or is it due to increased regulatory enforcement?

The challenge remains for many companies to close the gap between policy and enforcement, and maximise the potential of technology in fraud prevention and mitigation. Changing the attitude from "the policy is in place" to "what it takes to make the policy work" is critical to building a more robust and viable control environment.
